When LED traffic lights first came out I told our City Engineer about them and Tulsa started installing them. All new signals and all replacements are now LED. I have never seen one with LEDs that were not fully operational. They are great because they are so bright they can be seen in our many bright sunny days.

As with all things green, quality varies immensely

Cree LED's have a longevity of 50k hours. If a traffic light was on 10 hours/day that would = 13 years.

If SD bought the cheapest foreign knockoff they could find, it might work for a few months or it might not work out of the box.

Alas, CREE, I owned it once.
