The report breaks up the data into proposed, permitted, and currently under construction.

See slide #6.

"Under construction 2010" = 22
"Permitted" = 8
"Announced" = 46

Definition of "Under construction" = "Project is under construction"

The blocking of a new plant happens at the announced and proposed stage, rarely at the permitted stage, not at the construction stage.

Yes, it's interesting that 2009 saw the greatest addition of new coal capacity since 1991. 2010 looks to eclipse 2009...
More interesting is that wind represent the biggest additions to generating capacity for as far as can be projected.
