Ayers would have loved to pull off something as successful as the 911 attack.

As much as I don't like Ayers, I really don't think that was true. He was a terrorist, but I don't think he wanted death on that scale.

Also while intentions account for a lot, you blame the person who performed or ordered the attack a bit more than someone that just tried but failed to pull it off, and a lot more than someone who just might have liked to have done so, but never made any real attempt to do so.
