Your quote from the law (or an analysis of it, or a claim about it, which isn't clear without more content and/or a link) is irrelevant since its a different provision. Creating exchanges is not the same thing as mandating the purchases.

Forget it Tim. I don't want to spend the next ten posts arguing what may be an insignificant side bar.

The suits are filed or will be filed, it is the right of the AGs to file them, we'll see who prevails.
