You've addressed dealing with those who file returns. You suggested that can easily be automated. The rest of the population you called "more expensive to tackle" but didn't suggest if or how they might be tackled. I think it's reasonable to take the position that they can be ignored given that they are poor and therefore unlikely to be penalized. It would probably not be cost effective to track them down. I asked if that's what you had in mind. I don't see anything "ridiculous" about my question. The only other option I can think of is to make everyone file income tax regardless of income level. If you had some other way to deal with the non-filers, you could have just described it.

I think you already know that the IRS has NEVER done a 100% audit of tax returns. Does that mean they are letting the ones they don't audit slide?

To audit a return, the IRS has to receive a return so your comment doesn't inform the question.

To the very best of my knowledge, they don't do anything about those who don't file returns unless something triggers their interest. I did my dad's taxes for years until his income became too small to require filing. He was uncomfortable with just not sending in a return so I called IRS and asked if he needed to notify them and was told he didn't. No one ever asked why he stopped filing.
