Living in a Great Lakes state, I hear about this kind of stuff often enough. The idea of any kind of large scale diversion is quite amusing. Currently in the news, a Milwaukee suburb, Waukesha, is trying to get Great Lakes water for municipal use. Waukesha being all of 20 miles or so from Lake Michigan, you might think this not that big a deal, but that's not the way it's working out. See jsonline.com and attached commentary, for example.
