Give me a break. How many times have we been over the fact that everyone had the same intel and drew the same conclusions. From Bill Clinton to Colin Powell and everyone in between.

That no one could have predicted the levees breaching in Katrina. Need I go into detail? That were credible scenarios for that class of hurricanes doing that for decades.

The actual remark was " “I don’t think anyone anticipated the breach of the levees” -- and while it was a stupid remark, keep in mind that it was the administration who had to insist the local officials evacuate. There certainly was no intent to mislead.
