Yes, Cadillac Desert is a wonderful book. Classic funny, insightful muckraking. I had no idea before I read it how destructive dams could be.

I am guessing that the best thing that governments in the southwest could do is force farmers to use drip irrigation. They are getting heavily subsidized water right now; they could at least invest some of those savings in drip systems. That would save an enormous amount of water, far more than homeowners could do. I've seen estimates that say that agricultural interests use something like 80% of the water in the southern CA.
