Any reasonable person looking critically at the information and evidence currently in the public domain about Obama's birthplace would have questions about President Obama's claim to be a natural born citizen.

Regardless of where Obama was born, if his mother was a US citizen at the time who had lived in the US for 5 years after the age of 17, he's entitled to US citizenship. Whether a baby born outside the US to a US citizen is a "natural born citizen" or not, is unclear. I'd say the baby born outside the USA to a US citizen is a natural born citizen. If not, what is he when he is born - stateless?

If the meaning had been born inside the USA, then rather than the phrase "natural born citizen" they would have just written "born inside the USA as a US citizen".
