Term Limits:What Would Make it Possible?

Answer: Voters hold newly elected members to the promise they will enact Term Limits but give them the option to exempt themselves. They'll happily impose limits on the next guy/gal, and voters will eventually experience political nirvana - Congressional members who can no longer become life-long corrupt partisan puppets. It's the only possible way to get the job done.
