I agree. True of late market cyclicals. Usually you can throw in gold and natural resourse stocks as late market cyclicals as well but seems there is a major fear factor in gold this time around.

OTOH, we could get re-cycling of sectors ans the bull could continue a while longer.

What time frame are you reffering to for lately underperfomance of RUT? Can you post the chart?

Yes, $RUT did outperform well on the way up
