ESCANABA, Mich. — Representative Bart Stupak, a Democrat and a leading abortion opponent in Congress who ended up infuriating anti-abortion groups for his support of a compromise in the last hours of debate over landmark health care legislation, said Friday that he would not seek a 10th term in November.
