Seriously, why would anyone in their right mind tell an enemy we won't use nukes if we're attacked with WMD?
He's nothing but a blithering idiot.

Its because that's what Reagan wanted.

Bill, > Seriously, why would anyone in their right mind tell an enemy we won't use nukes if we're attacked with WMD?

Because that person might be more concerned with what his allies (both current and potential) think of him.

Of course, I think JFK said it better:

"Above all, words alone are not enough. The United States is a peaceful nation. And where our strength and determination are clear, our words need merely to convey conviction, not belligerence. If we are strong, our strength will speak for itself. If we are weak, words will be of no help."

Has any national leader anywhere declared to the world the circumstances under which his nation can be attacked without fear of retaliation?

I don't think so.

Maybe when young Barry was a kid on the playground he bent over and offered the other kids free kicks.
