No, I think he has the confidence that our conventional military can kick the living crap out of anyone who does. Either way, I don't really see his words amounting to anything, good or bad. I can't imagine China thinking, "Oh wow, Obama said that America won't retaliate with nukes if they get attacked with bio or chem weapons! Let's put those two options back on the table, because we know Obama will keep his word!"
