I really don't think so, I expect the chances are less than 50 parts per million.

Taking out a whole slice of government means there is no predictability in what replaces them.

And what the hell happens if Russia was discovered doing this, nailing everybody in a government ? Will anyone from Mongolia to Chile ever want to deal with them ?

It is hard to cause massive fog.

The pilot tried 3 times to land, and was told to go to an alternate airport.

For political reasons, the pilot wanted to land at that airport.

That sort of pilot error is shows up all over the world, to varying degrees.
