I understand your concern about a plutocracy, really I do. But getting so hung up on that as to jump from the frying pan into the fire is not constructive. We are well into the process of shifting into an oligarchy controlled by business and so-called experts. At least in a plutocracy that is also a democracy, the masses have voting control. In an oligarchy that feeds not only the well to do but the masses, those above the middle and below the top become the sole provider. Until they can no longer provide because the burden is too great.

if taking more from the top isn't enough, well there is already increasing talk about a VAT...

Yeah, the VAT takes from everybody and gives to everybody else. Fattens only the middleman, who takes his cut.
