Having done the job I have a hard time visualizing how someone could do it in a haphazard way. The hydraulic jack that is used to pull the cables is heavy and a little bit scary. The wedges have to be set or the cable slips immediately. If the cable is not stretched it is just a stub while after it's tensioned it sticks out 4 feet. It's possible that the ends needed to be 'painted' with a gob of grease, although I don't recall doing that myself. Obviously something went wrong, but I don't see how it could have been the installers.
