I can understand where he's coming from. If it's too quiet all you can hear is the ringing of tinnitus....if you have it bad it can be downright painful.

I like it where I can hear people talking from a half mile away.

That level of quiet is not torture, and they eventually sober up and go to bed.

Anyhow, I am never in complete silence because of the ringing in my ears.

For some, silence is definitely torture!
