Actually, it was more than enough. Gore worked for decades to get the political framework in place, putting the infrastructure in place, along with funding and fought off attempts to shut it down.

"It was already created when he pushed for some money to be spent on it."

It only consisted of a handful of ARPA sites and a few universities. There is no reason to suspect that it would have ever expanded beyond that. Gore is the only reason why our WAN access isn't a patchwork of private companies with limited access on the Compuserve model.
