I have no idea what a reinforcement bracket is, and I'd be surprised if there was a factory (steel mill) making a substandard version of such a thing. There's rebar, which can be made of different grades of steel, the stuff used in a cinder block wall being different from that used on a building such as this. It's epoxy coated or not, I'm sure coated in this case, bright green. There are steel cables as I've described. There are hi chairs of various heights so that the proper height of the rebar and the profile of the cables can be maintained. And there is concrete. That's it. I find your speculation unlikely for a number of reasons.
