Teachers at the primary and secondary level aren't part of the federal system. Their work and effectiveness is being monitored more closely than most govt workers. Smaller districts have more say and control So can't compare them to the avg govt employee

They are more apt to lose their dedication as a result of tenure and burnout. Even that seems to occur more at the college level, when too many figure they just need to show up.
Like any other occupation, teachers should be rewarded for excelling. I had many teachers I'll remember for life and others I couldn't forget about soon enough

Not to say I'm happy with our local district
My son is currently taking state tests, for district performance evaluation and funding. Teachers have been told not to assign any homework during this period, for fear of taxing the kids too much and jeopardizing the test assay.
