Open it up to the real market and see what those public safety jobs are really worth. I'd bet you could fill nearly every position for 40% less than current compensation if you held a job fair today. Oh, look up the mortality rates of convenience store clerks and hotel receptionists. You'd be shocked at the numbers, and they make around the minimum wage. Here's the BLS statistics for 2006.
