I, for one, approve IN PRINCIPLE.

I believe that *all income* (regardless of source) should be taxed. Under a fair system (minimizing ALL possible tax loopholes and exclusions and special interest favors and bennes), and preferably under one single low and flat rate.

Like Reagan's folks argued incessantly (when they raised taxes after '83), that's a "User Fee".

A "voluntary tax", because the behavior itself is a choice.

(Unless one argues that addiction itself eliminates the 'choice' from the matter.... :-)
