If I purchased a share that had been shorted naked, would the
DTC/TA go out to the person who shorted the share and request a certificate? or would the DTC/Ta issue me a certificate from their inventory.

Jeff, I agree. It is possible that the "Chill" will be on/off while they collect the certificates. When they get some, it will be off until they print them out again in certificates and the inventory goes back to zero. This is only a logical guess our part, but it sounds reasonable to me.
