What we can do with it? Nuclear thermal rockets. They last forever, have a decent ISP and are cheap. Perfect for shuttling between the planets in Hohmann orbits. There is at least several cubic kilometers of water on the Moon, plenty enough to kick start some real exploration.

And the water could be used, as is. Granted, not quite as efficient as LH2, but not having to deal with cryo liquids is a big win.
