The government's fiscal polices have been set to a far greater degree than your post implies.

The entitlement spending and interest on the current debt is pretty much decided on.

Defense spending will vary, but is unlikely to make a huge change in either direction.

Still the specific numbers in those deficit projections are unlikely to be hit. We can't predict that accurately. But the overall trend is almost locked in. Baring massive change in his policies deficits during Obama's time in office will be larger than deficits during any other president's time in office since WWII. Even with massive change in policies bringing down the deficits to below Reagan's (number two since WWII by percentage of GDP if Obama is #1), or Bush's (number two by nominal dollars), in their respective measurements is very unlikely.
