Yes, he is. The primary (on May 18) is a statistical dead heat right now: tpmdc.talkingpointsmemo.com

But Toomey beats both of them, according to a RCP poll. A three way race would favor Toomey, IMO--his voters are the anger crowd, who are the ones who will be most motivated to show up in an non-presidential year. They aren't going to vote for anyone else. The others would be split between Sestak and Specter.

Personally, I think Sestak would have a better chance to win than Specter. Outsiders will fare better in 2010.
