I might get out of paying income taxes. Also lots of people would get out of filing, enforcement efforts could be reduced, there are some serious positives with the idea.

But a major problem with it is that 60 percent of people could vote in policies that they don't have to pay for.

Also it would probably put upward pressure on taxes for the top 40%, and even if it doesn't, if the 14% lost revenue is made up with reduced spending (which doesn't seem likely), the marginal tax tax paid on exceeding 60% might be high.
