So how will we pay for all of those workers who will administer Obamacare? I don't think you can do that and decrease the debt by only taxing those making over 250K.

Wrong. They already have seen their taxes go up. The first tax change Obama made (a large increase in the tobacco tax) disproportionately effects them.

Then you have the penalty for not buying insurance in Obamacare. Technically it might not be a tax, but it does take their money away and give it to the government.

Those two will do for a start. There will be more, and maybe have already been more examples.
