You do understand that debts and liabilities are the same thing?

Of course not...a future liability is a potential debt. If you have a debt you have a liability, but if you have a liability you don't necessarily have a debt yet.

It is possible to raise taxes and/or cut benefits such that the liability and therefore the potential debt go away.
