"And it did exist."

A few dozen computers hooked together using a totally different protocol?

Try again.

"And again the protocols do not define the network. "

Uh, sure it does. A network is defined by its protocols. That determines how it scales and its degree of robustness.

"still have the internet, likely by the same name,"

So now the name is important? While the term was occasionally used, the name Internet wasn't generally applied to it until the late 1980s.

"And yes Mosaic was developed by the the National Center for Supercomputing Applications with funding by the High-Performance Computing and Communication"

Correct. From the wikipedia article you quoted...

Scholars generally agree that a turning point for the World Wide Web began with the introduction[13] of the Mosaic web browser[14] in 1993,

Funny how you left that out of your extensive quotes. Nothing is inevitable with computers. Some very good ideas have died quiet deaths because they didn't catch on for whatever reason. Your blithe certainty that some other browser would have come along and launched the web is misplaced. While it might have happened, it is also likely that it wouldn't have.

"Which wouldn't make it something other than the Internet."

It was a lot less user friendly. Have you ever used them? I have. While I was pretty computer savvy, those who weren't would have been lost.

"Its not even remotely clear."

No, it is very clear. It is just that you are letting your partisanship blind you.
