Perhaps. I really base it on a quote from the biography by Jean Edward Smith where FDR had said, in so many words, that if his programs left future generations with an ongoing drain on resources, they would have been a failure. I believe he was referring specifically to the unemployment program. He certainly would not have envisioned the monstrosity it has become.

Also, FDR *DID* show some signs of fiscal restraint -- which is what caused the "Roosevelt Recession" (technically, a mild depression) when he tried to cut government spending.

You could definitely be right -- I may be giving him too much credit. No doubt he was the biggest of the big spenders. Until now ;)
