You raise some interesting points. I think Russia's socialist past actually helped it during the transition as people were used to working for nothing, frankly. I remember watching a man looping through a park on a municipal street sweeping machine that was obviously broken and doing absolutely nothing, and when I asked a Russian friend why he was continuing to "work", I was told that "that was his job, to operate the machine". And, yes, the military was unpaid, and largely underfed, and there were problems on the margin (brutal hazings, desertions), but again, it all hung together.
