Just NOT ONES that are gonna snare much if any actual REVENUES by the time they are finally in effect in 2019 --- because most of the big Union wage plans and whatnot will be renegotiated before then (recognizing that the tax shelter is going away) so that more of the compensation is paid in straight SALARY and not over-weight "Cadillac" health insurance.

This will allow people to choose to spend their OWN MONEY for extra-cushy health insurance (if that is what they want to do), or *not* and, if not, that's where the downward pressure on health insurance costs comes from.

But, at the end of the day when this provision is finally in force... I expect it's tax bite to be extremely TINY.

As you know I support the concept of taxing *all* sources of income in the same manner... so don't expect me to get worked up about this small symbolic blip in the direction of that. (To me favoring *one type* of income over another is a bad, bad, thing... although I also would like to see tax rates compressed as close as one single flat rate as is possible to get in any tax reform we may embark on!)
