The problem with that argument is that unlike 1973, many of the large oil producers have deeply imbedded welfare states that cannot take an interruption in cash flow for fear of unsettling their civil populations, hence they will now sell whatever they can produce.

I don't see China having any difficulty obtaining the oil they need, and I don't see Chinese military bases all over the world either. They seem to be able to buy anything they need without supporting 750 military bases globally.
