Enforce the borders and immigration law. Public services except emergency room care and basic law enforcement should require proof of legal residency.

Meanwhile expand the limits of legal immigration. Foster business policies that favor domestic production and high demand for labor. Enforce the laws that prevent exploitation of immigrant workers. Go after the employers who pay below minimum wage, but also stop trying to increase said minimum wage beyond the rate of inflation.

All of these policies may exacerbate class stratification and racial tensions, but those have always been the side effects of an immigrant-friendly society such as ours. Reconciliation is the key to minimizing the fallout. That means no more playing the class warfare card. Or playing the race card.

I know I'm speaking in generalities, but this is my vision of an immigrant-friendly society where limited government is the solution (not the problem) and diverse individuals take responsibility in pursuing win-win goals for everyone.
