The start of the INS contract(s) is/are likely to be delayed a little longer, but I really doubt any holdup would prevent completion of the deals within the FY98 federal fiscal year (i.e., by September 30, 1998). We are being held up, since it's within the DOJ bill that has several other controversies that have to be resolved. But they will be resolved, eventually, and Congress will send them on to the President, almost surely by Thanksgiving.
