>> “Health Law Bans New Doctor-Owned Hospitals, Blocks Expansion of Existing Ones”

It is easy to understand why they did this, but I think it is a mistake.

There has been a trend amongst some specialties for the docs to band together and create their own facilities, taking away the cream and leaving the crud for the other facilities. In the state I live in, cardiologists created the "Heart Hospital" which is now viewed as the premium place for cardiac treatment -- which is a profitable part of many hospital's operations. So, it is viewed as sucking the money out of other facilities into [already wealthy] cardiologists pockets. So, the problem is easy to see.

At the same time, there is some evidence some these facilities actually do deliver better care.

So, okay, we deprive these rich people of getting richer. But at the same time we cut the quality of care.

What else is new?

And this has what to do with Mass. General refusing primary care patients? You find anything on that?
