In primitive countries that rely heavily on subsidence farming, having extra kids can improve your economic situation.

I understand that, generally, but Somalia hasn't been able to farm or much of anything else for a generation and there's little potential that kids could survive let alone be useful to their parents for the duration. I don't see how anyone can bring kids into a world with no hope on the horizon.
