Yep, and when they do that it's "protectionism." Restraint of free trade. Another reason why a VAP slows down an economy.

I believe the VAT (and custom duties) are built in to the final cost of the product regardless of where it is marketed.

Depends how it is structured. Equivalent taxes could be applied to goods upon import as customs duties. Canada does that.
