Why misrepresent this? It's strictly BYOB (bring your own bottle). They're corralling the drunks in one place because it's cheaper to deal with them that way.

Police departments waste large amounts of time and money dealing with drunks, and then pay generous early-retirement pensions for those police officers. Thus it makes good economic sense to foist the drunk problem off onto low-paid social worker types.
