So let's attack the administrators first.

You need to find a villain? If you don't want to accept responsibility as the one who passes the school funding - then yes target the administration. It is the administration that passes the wage demands. ..........If you buy a house and pay too much, whose fault is that? The home seller for wanting too much money? This silly argument to attack working people just has me mystified. It's not like they stole the money - they bargained for it. The same as you would do in bargaining to buy a house. You think the house is too costly you walk away. If the counter party to teachers gives too much away - then yes attack the administrators.
