I slightly disagree:

It is about the policies which have been sent down from on high (read WH and Cabinet levels) over the last twenty some years.

It is about the nature of government. No amount of oversight from on high can change it. No amount of reform can touch it. You can not change the nature of bureaucracy. You can only minimize it.
