It is true that the emancipation decree was not enforced successfully for some time. The french economy was so dependent on their slave ownership, after all.

In 1789 there were 500,000 slaves in the French colony of Haiti (then Saint Domingue). Due to economic considerations the National Assembly vacillated between freeing the slaves and simply improving their lot. However, the slaves themselves revolted and eventually gained their freedom.

So you are correct: The revolution did not immediately end slavery. Which proves that racism is not merely a Christian or religious taint; Prejudice and hate can exist without any clear dogma to feed fuel to the fire. People do not need scripture to justify inhumanity or elitism.
