When I go to Mexico, I realize that extreme corruption is a system too. I actually may prefer it! When I go the the "right" pharmacy, the corrupt druggist sells me whatever I want, no prescription needed. If I get into trouble, the corrupt policeman allows me to "pay my fine on the spot". ( This is how to bribe, offer to "pay the fine on the spot" ) Corruption WORKS for the Mexican of means, or average American. Government is off your back through corruption.
