.... without rewarding those that are here illegally (like amnesty) The illegals have been encouraged to come here by US employers. For immigration laws to be effective, "we need to go after the Johns and patrons of prostitutes instead of going after the prostitutes." We go after those who aid criminals by providing them refuge. We jail those who hinder efforts of law enforcement officials. We need to adopt the same approach with these US employers who encourage illegal immigration and thereby hinder the efforts of Border patrol etc. etc.
