Obviously, some very wealthy players LIKE making bets in the $600 trillion dollar exotic instruments casino. I'd LOVE to just wave a wand and eliminate it - it seems to really serve no legitimate business purpose.

Too harsh a crackdown, and it will just relocate where to we can't reach it or regulate it. The solution HAS to be global.
