a) They're very clever and manipulative folks
b) It's a requirement to have no morals or ethical standards to work for GS
c) They "own" the government through their lobbyists and campaign contributions
d) Most Americans can't understand the facts - at least until the news reports of today's Senate hearings
e) All of the above, and more
