It can't be relied on over the very long term, since interests change over such a very long period of time.

Getting countries interest closer together with trade and other points of shared benefit helps a lot and should be considered and important aim, but isn't enough by itself. Deterrence gets you through the time when the interests do diverge strongly. Both together are far more reliable than either by itself.
