They write laws like this on purpose. Allows them to implant things that are politically impossible. Throw it over the wall and let the liberal courts tell us what it means. Then when you complain to your congress man he can shrug his shoulders and tell you to go yell at the courts, not his fault. apparently nobody knows what the law really means.

Imo it's pay your money for the course. Carry your cert to every qualifying job, display it prominently, bring haz mat suits, rolls of plastic barrier, brooms, vacuum cleaner etc utilize them all for their intended use...........simple. I'm sure we'll get a copy of the regs from the course leader. If he doesn't offer it, we'll ask.
